The Organizational Manual has been designed to aid in the effective and efficient functioning of staff, ministry groups and church members; assist church leadership in sound decision making; optimize the fulfillment of the church’s ministry purposes and goals; and have in written form necessary ministry guidelines in one place for quick and easy reference.
This manual will serve to bring the entire organizational structure of the church together in one concise manner. This orderly presentation will greatly assist all levels of church leadership in properly organizing and operating His local church. It will serve as an effective means for communicating to church members and training new staff members.
When properly established and implemented, policies and procedures become invaluable for identifying and delegating responsibilities, preserving a consistent level of quality performance throughout church ministries and protecting church leaders and the congregation as a whole. This resource will serve to organize all church approved policies and procedures in one location for easy access and use.
The Policies & Procedures Manual contains hundreds of operational policy and procedure examples. It is divided into six sections—Leadership and Management, Personnel, Financial, Facilities, General Administration and Ministry. All policies and procedures are presented in a consistent manner with section references and paragraph numbering. All Policy Statements are supported with scriptural references and most procedures are referenced to applicable form(s) that would be used to document the transaction or event. These forms are available in the Administrative Forms Manual resource as discussed in this section. Other helpful hyperlinks have been added throughout the resource to related policy sections and the Employee Handbook.
One of the most important procedures that any ministry must implement for the development of an effective and efficient ministry, is that of preparing and maintaining proper and adequate documentation of its operations. Documentation is the ministry’s representation of the past, present and future. The primary purpose of this manual is to bring consistency to the many applications of church operations.
The Administrative Forms Manual includes a vast assortment of illustrative forms, reports, worksheets, checklists, etc., which support the various operations of the church. Thirteen separate administrative sections have been created to facilitate easy reference and use of the documentation. Specific forms are easily located by means of a separate table of contents for each section. Each form is assigned a different number for referencing purposes. These forms can be used “as is” or modified.
Internal auditing is value-added auditing—auditing specific areas of the church which add value to the ministry’s overall purpose, and risk assessment auditing—auditing areas where ministry risks and exposures might exist. Church leaders must not only strive to accomplish their ministry goals and objectives, but they must also provide reasonable assurance to their members and the world-at-large of the following priorities:

The Internal Audit Checklists have been designed to provide a means for reviewing the internal workings of the ministry on a periodical basis. This resource explains how to establish an effective Internal Audit Committee for your ministry and provides specific responsibilities and duties for the committee. Actual comprehensive internal audit checklists are provided for the committee’s use. The checklists are designed for immediate use, but a separate “How to Use Checklists” section has been prepared to assist in more effectively using them. Why spend a countless number of hours in researching numerous books and publications relating to administrative and managerial issues of the church, when one comprehensive resource covers the most prevalent issues?
Personnel related issues are a constant challenge in most every ministry. Many of these challenges typically stem from a simple misunderstanding between the employee and the employer. To reduce the likelihood of such misunderstandings, proper documentation must be prepared which outlines the facts regarding issues, and this documentation must be shared with the employee to create an understanding. Preparing such documentation is one of the most important components for developing good staff relations. As a church or ministry begins to hire employees for works of ministry, it becomes critical that they begin the process of developing and maintaining an official Employee Handbook. If properly prepared, this Handbook will address and systematically guide the employee in a broad range of personnel-related issues.
The Employee Handbook is designed to assist leadership in communicating to employees important personnel policies and procedures. The Handbook can also serve as an important orientation tool when new employees are hired. The Introduction to the Handbook can be personalized to whatever degree the user so desires. All employment related sections found in the Handbook represent an abbreviation of the ministry’s official personnel policies and procedures. Appropriate Acknowledgement of Receipt forms are also provided for the employee to complete and return to the employer.
Throughout the Handbook the employee is provided with hyperlinks that direct them to related policies found in the ministry’s official Policies and Procedures Manual, or to organizational issues, found in the ministry’s official Organizational Manual. Hyperlinks are also provided to administrative forms that the employee will need to complete as they serve in their ministry position. These forms are found in the ministry’s official Administrative Forms Manual.
Rex I. Frieze holds a Bachelors degree in Finance and a Masters degree in Business/Accounting. He passed the Certified Public Accountant examination after completing his formal education. Rex’s secular work experience consists of six years with an international CPA firm, and two years as Corporate Controller for a conglomerate of oil companies. While in the oil business, he felt God’s call to surrender his life, business and financial skills and professional abilities to full-time Christian service. Stating his spiritual gift to be administration, he is dedicated and spiritually committed to the Lord, the Church, God’s people and the stewardship of God’s money and all His resources.
